Is Trump a “Crypto President”? What the Record Actually Shows

Donald Trump “is still a proper crypto president” despite tariffs, market swings and the memecoin controversy. It is a personal take, and it leans on several claims without citing sources. In this article we take a different approach. We go through what is documented as of late October 2026, separate fact from opinion, and lay out how each side reads the evidence.

This article is educational and not financial advice. It describes policy and reporting. It does not tell you how to vote or what to buy.

Quick Summary: What’s Documented

  • Delivered: A federal stablecoin law (GENIUS Act), a Strategic Bitcoin Reserve created by executive order, and a notably softer stance from US regulators.
  • Stalled: The big market-structure bill (CLARITY Act) failed a key Senate vote in September 2026, and the Bitcoin reserve has hit implementation problems.
  • Controversial: The president’s family earns money from crypto ventures, including a memecoin and World Liberty Financial, which has fueled ethics complaints and slowed legislation.
  • Market impact: Mixed. Bitcoin set records in 2025, then fell back sharply.

Now the details.

The Case Supporters Make: A Policy Shift That Really Happened

Whatever you think of the man, the policy direction changed after January 2025. Here are the main items, with dates.

Campaign promise. At the 2024 Bitcoin conference in Nashville, Trump pledged to make the US the “crypto capital of the planet” and promised changes at the SEC. Gary Gensler announced his departure effective January 20, 2025.

Enforcement shifts. Benzinga reports that the SEC dropped its case against Coinbase in February 2025 and rescinded the accounting guidance known as SAB 121, which had made it harder for banks to hold crypto for customers. The DeFi broker reporting rule was overturned in April 2025, and national bank regulators loosened guidance on crypto activity. CoinCentral adds that the Labor Department dropped a Biden-era warning about crypto in retirement plans in May 2025.

The GENIUS Act. Signed on July 18, 2025, it created the first federal framework for payment stablecoins, with licensing for issuers, 1:1 reserve requirements and audits. Full effect is expected January 18, 2027.

Strategic Bitcoin Reserve. An executive order on March 6, 2025 created a reserve funded with bitcoin the government already holds through forfeiture. According to the Federal Register, the coins are not meant to be sold.

ETF and retirement-plan access. In September 2025 the SEC approved simpler listing standards for qualifying crypto investment funds, and an August 2025 executive order directed the Labor Department to review alternative assets in 401(k) plans. A formal Labor Department proposal followed in March 2026, but it is not final.

Fresh rules in 2026. The SEC proposed custody rules for advisers and funds on October 1, 2026, allowing self-custody under certain conditions. It also proposed a broader “Regulation Crypto Assets” in August, with comments closing October 20. The CFTC opened a consultation on leveraged retail crypto trading on October 5.

For supporters, this is the argument in a nutshell: after years of what the industry called “regulation by enforcement,” the government now has written rules, friendlier agencies and a federal stablecoin law.

The Case Critics Make: Conflicts of Interest and Unfinished Business

Critics, including some within the crypto community, argue that the picture is far less flattering.

1. The family’s crypto income

  • $TRUMP memecoin. It launched three days before Trump took office, and the family receives royalties from the company behind it.
  • World Liberty Financial (WLFI). Founded in September 2024, it lists Trump as “co-founder emeritus” alongside his sons and the sons of envoy Steve Witkoff. It earns money from token and equity sales and holds bitcoin, ether and stablecoins. It also issues a dollar-pegged stablecoin called USD1.
  • A bank charter. In August 2026 the OCC gave preliminary approval for a World Liberty trust bank charter. CNN reported lawmakers and watchdogs calling this a “brazen act of self-dealing.” The firm cannot yet take deposits or make loans.
  • Trump Media added bitcoin and bitcoin-related securities to its balance sheet in July 2025.
  • Disclosure. According to a TIME report on the president’s financial disclosure, as relayed by CoinCentral, Trump reported more than $1.4 billion from family crypto ventures in 2025, his largest single income source that year. We have not independently verified that figure.
  • Litigation. CNBC reported on October 22, 2026 that a lawsuit accuses Trump of illegally profiting from foreign crypto deals. Allegations in a lawsuit are not findings of fact, and we have not reviewed the filing.

Trump has defended the income. As quoted by CoinCentral, he said: “You know why I’m profiting, because the stock market’s going up, everybody’s profiting.”

2. The memecoin’s retail losers

Benzinga reported that roughly 989,000 $TRUMP token wallets were underwater, with estimated losses near $3.81 billion. This is a secondary figure from a single outlet, so treat it as an estimate. The broader point is that a token launched by a sitting or incoming president drew a flood of small buyers, and many lost money.

The Publish0x post argues that the damage was minor compared with memecoin episodes in some other countries. That is an opinion about relative scale. It does not change who lost money here.

3. The CLARITY Act is stuck

The market-structure bill, which would split oversight between the SEC and CFTC, passed the House 294-134 in July 2025. In the Senate, however, a procedural vote on September 15, 2026 failed 49-50, short of the 60 needed. The Senate has not passed it, and as of October 22 there is no new vote scheduled.

Why did it stall? Reporting points to several disputes:

  • Ethics rules for officials. Democrats want enforceable conflict-of-interest limits covering the president and his family. A Republican draft would bar officials from issuing or sponsoring digital assets while in office, but the ban would sunset on January 20, 2029 and would not be retroactive. Democrats have not accepted it.
  • DeFi developer protections. One section shields non-custodial developers from certain money-transmitter obligations. Some Democrats see an illicit-finance loophole.
  • Stablecoin rewards. Banks want to close what they call a loophole on yield. Crypto firms want it kept.

People disagree on who is to blame. Paradigm adviser Justin Slaughter told Bloomberg that the failure traces back to Trump. Nic Carter, an investor aligned with Trump, criticized the family’s business interests for complicating talks. Senators Lummis, Boozman and Scott, all Republicans, said the revised bill incorporated most of a bipartisan ethics proposal. Senator Elizabeth Warren argued it still did not prevent presidential self-dealing.

Under current expectations, passage in 2026 looks unlikely. If it isn’t passed before this Congress ends, it must be reintroduced in January 2027.

4. The Bitcoin reserve is thinner than the headline

The executive order set no purchase schedule and no dedicated funding. It asked Treasury and Commerce to explore budget-neutral ways to acquire more bitcoin. According to a DGI analysis, implementation hit legal and organisational obstacles in July 2026, including unclear departmental responsibilities.

There is also a staffing story. David Sacks left his role in March 2026 after reaching the service limit for special government employees. The White House confirmed on October 14, 2026, that Patrick Witt’s temporary assignment as executive director of the digital assets council had ended. He was the last remaining staffer, and no successor has been named.

The House Financial Services Committee advanced a bill called the American Reserve Modernisation Act 28-21 on September 16, 2026. That is a committee vote and not law. The substitute text requires holding bitcoin for at least 20 years, with annual proof-of-reserve reporting, and it does not authorise new borrowing or taxes to buy more.

One more caveat: the reserve size itself is unaudited. Sacks has said the government owns about 200,000 BTC, but a full audit has not verified that number.

What About the Market?

The “crypto president” label raises an obvious question: has the market actually benefited?

  • Bitcoin crossed $100,000 in December 2024 and hit an all-time high of $126,080 on October 6, 2025.
  • On October 10, 2025, a record liquidation wave hit crypto. Benzinga ties roughly $19 billion in leveraged liquidations to a China tariff threat.
  • In January 2026, ETF outflows and tariff worries added pressure.
  • On September 24, 2026, Bitcoin traded around $83,400, roughly a third below its autumn 2025 high, according to CoinCentral.

Correlation is not causation, and many things move crypto prices, including interest rates and global liquidity. Binance Research, for example, attributed an August 2026 rally largely to rate expectations. But the pattern does undercut the simple claim that a friendly White House automatically means rising prices.

The Publish0x author admits that Trump’s policies have hurt crypto portfolios for now and calls him a “net negative influence” on the market in the short run, while still defending the “proper crypto president” label. The real disagreement is whether that label depends on policy, personal ties to crypto, or results.

Pardons and Personal Ties

Two other items come up repeatedly. In October 2025, Trump pardoned Binance founder Changpeng Zhao after he was convicted for failing to maintain anti-money-laundering controls. Supporters of the pardon see it as correcting an overreaching prosecution. Critics see it as favouritism toward a firm connected to World Liberty’s business. Both readings are argued in the press, and we take no side on the motive.

Meanwhile, Reuters reported on October 13 that Democrats are preparing investigations into Trump-family crypto and prediction-market ties if they retake either chamber in the midterms. Benzinga notes that a Democratic win would not repeal GENIUS or dissolve the reserve, since those came through law and executive order, but it would give Democrats subpoena power and leverage over any future market-structure bill.

How to Read the Evidence Yourself

Whichever side you start on, a few habits help.

  1. Separate policy from personal business. A law like GENIUS can be good or bad on its own terms, independent of who profits elsewhere.
  2. Check what was signed, what was proposed and what is just announced. Executive orders, committee votes, and agency proposals aren’t the same as enacted law.
  3. Be careful with price attribution. Rates, tariffs, ETFs and global events all move Bitcoin.
  4. Look for primary sources. Congress.gov, the Federal Register and agency websites beat summaries.
  5. Notice unsourced numbers. The Publish0x post claimed the stock market fell “almost 3% on average” shortly after inauguration, but it provided no source or date, so we did not repeat it.

Frequently Asked Questions

Did Trump create a Strategic Bitcoin Reserve? An executive order on March 6, 2025 established it, funded with forfeited bitcoin. No purchase program has been funded, and implementation has faced obstacles.

Is the GENIUS Act law? Yes. It was signed on July 18, 2025, and will take full effect in January 2027.

Has the CLARITY Act passed? No. It passed the House in July 2025, but the Senate failed a procedural vote 49-50 on September 15, 2026.

What is World Liberty Financial? A crypto company founded in 2024 that lists Trump as “co-founder emeritus” and has family members involved. It issues the USD1 stablecoin and has preliminary OCC approval for a trust bank charter.

Has Bitcoin gone up under Trump? It rose to record highs in 2025 and then fell. In late September 2026, it was about a third below its peak.

Is this article taking a political side? No. It lays out the documented record and the main arguments on each side.

The Bottom Line

“Crypto president” can mean at least three different things: a president whose policies favour the industry, a president who personally profits from it, and a president whose presence lifts prices. On the first, the record shows real shifts, with caveats about unfinished legislation. On the second, the family’s business interests are documented, and whether they amount to a problem is exactly what the lawmakers, courts and voters are arguing about. On the third, the market data is mixed.

Supporters can fairly say the regulatory climate is the friendliest the industry has seen. Critics can fairly say the same climate is tied to personal profit and has already slowed the biggest bill. Readers who want to judge for themselves are best served by the primary documents and by watching what Congress does next.
